The default timezone shipped with the system isn't
correct for anyone: it's the old US_Eastern, before
the recent changes to the start/stop dates for
daylight savings time.

Since I can't patch US law to eliminate DST, this
patch instead updates /adm/timezone/local to be a
current copy of /adm/timezone/US_Eastern.
